Washington Just Made It Harder to Buy Your Next Robot Vacuum
The FCC added foreign-made robots to a national security list on July 28. The one already cleaning your floor keeps working, and stores can keep selling what is on the shelf. It is the model after that one that gets complicated.
Somewhere in your house there is probably a disc about the size of a dinner plate that spends its afternoons bumping into the furniture. Last week it landed on a federal national security list.
On July 28 the Federal Communications Commission added foreign-produced advanced robotic devices to what it calls the Covered List. Foreign-made power inverters went on the same day. Search robot vacuum ban now and you get a wall of headlines that read like instructions to go unplug the thing in the hallway.
You do not have to. The robot you already own keeps running. The models sitting in the aisle this weekend are still legal to sell and still legal to buy. What the rule reaches is the model after that one, and there the change is real.
- The FCC added foreign-produced advanced robotic devices to its Covered List on July 28, 2026. Foreign-made power inverters went on the same day.
- The robot you already own is unaffected. The FCC says the action “does not impact a consumer’s continued use of devices they previously acquired.”
- Models authorized before July 28 can still be imported, marketed and sold. Store shelves do not empty.
- New models need Conditional Approval, and for robots only the Department of War can grant it. Applications close January 1, 2028.
- Security and compatibility firmware updates for existing devices are allowed through at least January 1, 2029.
- Robot vacuums, robot mops, robotic mowers and pool robots all meet the definition. Cars, drones, trains and FDA-regulated mobility devices do not.
What the Commission actually did
The Covered List lives under Section 2 of the Secure and Trusted Communications Networks Act, and landing on it confiscates nothing. It means the FCC stops granting new equipment authorizations for that class of device, and in the United States you cannot legally import or market a radio-emitting product without one. It is the same lever the agency has pulled before on certain foreign-made routers, cameras and telecom gear. The same dependence reaches the sharp end of a shooting war, where Ukraine spent years building drones out of Chinese parts before Beijing began turning off the tap.
Two categories went on together. Connected power inverters, the boxes that tie solar panels and home batteries to the grid, and advanced robotic devices. The second one is what set the internet on fire, because almost every household robot sold in America is built somewhere else.
Six tests, and a vacuum clears all of them
The definition is written in engineering terms rather than product names, which is exactly how a floor cleaner ended up inside a national security document. A machine qualifies only if every one of these is true.

Read that list with a modern robot vacuum in mind and it is not close. The dock alone usually weighs more than 4.4 pounds. Robot mops, robotic lawn mowers and pool cleaners clear the same bars.
The exclusions are just as specific. Connected vehicles at any weight, rail vehicles, drones and other uncrewed aircraft, unmanned underwater vehicles, FDA-regulated medical devices including wheelchairs and other mobility aids, and fixed industrial or medical robot arms that never travel anywhere. If it stays put, or somebody else already regulates it, it is out.
The one on your floor
Here is the line worth pinning to the refrigerator. The FCC’s own guidance says the action “does not impact a consumer’s continued use of devices they previously acquired.” Nothing gets disabled. Nothing gets recalled. The agency also said the listing does not prevent retailers from continuing to sell, import or market models approved before it took effect.
Software support survives too, for a while. Class I and Class II firmware and software changes stay permitted on already-authorized devices through at least January 1, 2029, provided they patch vulnerabilities or keep the hardware talking to the app. Hardware changes are a different matter and need their own waiver.
Why almost every brand got caught
“Foreign-produced” is a procurement term here, and it is stricter than it sounds. The listing borrows the Buy American standard at 48 CFR 25.101(a): to count as a domestic end product an item has to be manufactured in the United States with domestic components worth more than 65 percent of total component cost. Very little in this category comes anywhere near that.
So the affected list reads like the whole aisle. Roborock, Ecovacs, Dreame, Narwal, Eufy and MOVA are Chinese brands. Shark, Dyson, Samsung and LG are not, but their units come off the same regional lines, with production spread across China, Vietnam, Malaysia and Indonesia.
Roomba is its own story. iRobot, the Massachusetts company that put the word Roomba into the language, filed for Chapter 11 in December 2025. The court-supervised sale closed on January 23, 2026, and the equity went to Shenzhen PICEA Robotics and an affiliated Hong Kong entity. Picea had already been iRobot’s contract manufacturer, so the supplier ended up owning the customer.
iRobot did build a firewall into the deal. A separate US subsidiary, iRobot Safe, now carries responsibility for consumer data and connected devices, governed by an independent board of American citizens and a US-based data security officer with real authority over how that data is handled. Asked about the FCC action, the company said it is “working with them to better understand its implementation and potential impact.”
The nearest thing to an exception is Matic, a small American company whose robot keeps its map of your house on the device instead of shipping it to a cloud. Even an American company still has to clear that 65 percent component test, and it is a taller wall than most people assume.
What changes at the store
This weekend, nothing changes. Authorized inventory is inventory a retailer can sell, and there is a great deal of it sitting in warehouses right now.
The squeeze arrives later and quietly. Robot vacuums turn over fast, and the flagship of 2026 is a clearance sticker by 2028. When today’s authorized models sell through, the usual replacement does not automatically appear behind them. The top of the range thins out first, because the newest navigation and self-washing systems are exactly what ships under a new model number. And if supply tightens on the good ones, price does what price does. We watched the same mechanic play out in memory chips this year, where a supply squeeze nobody outside the industry saw coming reset the price of a laptop.
So are they watching you?
This is where most coverage picks a side and stops reporting, so here is the whole picture.
A modern robot vacuum is a mapping device that happens to clean. It builds a floor plan of your home using lidar or a camera and recognizes objects well enough to steer around a shoe. In many cases it sends that map to a manufacturer’s cloud, which is how the phone app can show you your living room while you are at work.
The documented failures are real. At DEF CON on August 9, 2024, researchers Dennis Giese and Braelynn Luedtke demonstrated a Bluetooth flaw across a long list of Ecovacs models, from the Deebot X1 and X2 to the Goat G1 lawn mower, that let someone within roughly 450 feet take over a unit and reach its camera and microphone. No light on the housing tells an owner it is happening, and the spoken warning can be deleted by whoever is inside. The researchers reported the flaws and said they got no meaningful response.
What does not exist, at least not in public, is evidence that a foreign government is running systematic surveillance of American homes through everyday floor robots. The FCC and the interagency determination behind it built this rule on supply chain concentration and cybersecurity exposure, not on proven espionage. Those are different claims and they are worth keeping apart. A device that could be compromised is a real problem worth regulating. A device that is spying on you right now is an accusation nobody has documented.
Five things worth doing this afternoon
- Install firmware updates when they appear. Those are the patches, and they now have a shelf life.
- Move the robot onto the guest network or a separate IoT VLAN, away from your laptops and your file storage.
- Turn off cloud features and remote access if the app will run the robot locally.
- Open the companion app’s permissions and look at what it shares, especially map data. Switch off what you never use.
- If you are shopping, ask where the map of your house is stored before you ask about suction.
The way out, for manufacturers
There is a door. It is narrow. A producer can apply for Conditional Approval, and for robotic devices only the Department of War can grant it. Applications go to the FCC as a machine-readable PDF and the window closes on January 1, 2028.
What the application demands tells you what this is really about: full corporate ownership down to every beneficial owner holding 5 percent or more, a complete bill of materials with country of origin for each component, every manufacturing location, an analysis of where the supply chain concentrates, and a time-bound plan to build or expand manufacturing in the United States with capital commitments and milestones, certified by a corporate officer.
Read plainly, that is an onshoring program with a security label on the door. A company that wants to keep selling robots to Americans is being asked to put money into American factories and report its progress on a schedule.
What this actually means for you
The answer to the question everyone is asking is boring, and boring is the right answer. Your vacuum works. You can buy one on Saturday. Nobody is coming for the Roomba.
The interesting question runs on a much slower clock. Somewhere between now and January 2029, the companies that make these machines decide whether the American market is worth a factory. If they decide it is, the aisle in 2030 looks different in a good way. If they decide it is not, the aisle just gets shorter, and the cutting-edge model quietly stops arriving. Either answer shows up one product launch at a time, and nobody is going to send you a notice when it does.
